September 8, 2005 - Eye On Our North East Council.... Part I

The North Eastern Region constitutes seven sister States with 7.80 percent area and 3.75 percent population of the country. It has not only remained at the stage of relative backwardness but also there are glaring inter-state and intrastate socio-economic difference within the region. Therefore, a need was felt to integrate the seven North Eastern States into regional personality, based on historical, socio-cultural and geographical entity. As such, the North Eastern Council was constituted in August, 1972 under the North Eastern Council Act No.84 of 1971, and was finally inaugurated by the then Prime Minister, Mrs. Indira Gandhi on 7th November, 1972. The NEC was set up as on Advisory Body with the main objective of "ensuring balanced and integrated economic development" of the North Eastern parts of India. All Schemes considered by the council are in addition to the schemes already formulated under the state Plan as well as the Central Sector Schemes. Therefore, the NEC could co-ordinate and prepare the integrated plan to meet the basic infrastructure requirements; mainly for common interest of the region in vital sectors like road connectivity, Communication, Transport, Water & Power, Health Care, Agriculture, Industries etc. But these were not found as spectacular achievement in terms of speedy & integrated development of the region. This resulted in re-structure of NEC by amendment Act, 2002 and the NEC has been upgraded as a "Regional Planning Body" for the North Eastern area and has given priority to projects/schemes that benefit two or more states of the region. Sikkim has been made 8th member of the council after re-structuring of NEC by North Easten Council (Amendment) Act, 2002 dated 20th December, 2002.

During the 10th Five Year Plan (2002-2007), the requirement of funds for the region as demanded by NEC is more than RS.6000.00 crore, but an amount of Rs.3500.00 crore, only has been earmarked by Planning Commission and budget proposals for the years 2002-2003 and 2003-2004 were Rs.450.00 crores and Rs.500.00 crore respectively.

Coming up...... present status of Schemes of NEC.

September 8, 2005 - Here comes; The Divine Karbi Rock - from Rocky Baba,

Have you ever seen or heard of Phu Ningding? He is the ‘Rocky Baba’ of Karbi Anglong. He resides in Hamren. He was born on December 25, 1972 near Donkamokam, in a small village called Phankri Arong, a historical place adjacent to the revered hill of Donka Sarpo. He is the eldest son of Jaysing Kathar, a former executive member of the Karbi Anglong Autonomous District Council.
He is the ‘creator’ of Warklung, the album that preaches love and peace in a musical way. It was his first album that became instant hit overnight. It established a record of sorts excelling all past records of music album sales in Karbi Anglong. His popularity has been increasing day by day among the music lovers, not only in Karbi Anglong but outside too. Even the non-Karbis, who do not know Karbi language, appear all too crazy for this album.
Warklung has enthralled all sections of people, young and old alike. The demand for this album is still very high in Karbi Anglong. Says Phu Ningding, “Music is the universal language of mankind and it’s good if we can share our feelings with the world through music.” His first live show was organized at the Diphu Stadium on December 18, 2004 by KASCO. There was a mammoth gathering of music lovers where thousands of old and young enjoyed the ‘rocking’ melody of Ningding, who, with due adaptation of the Delhi Sufi band ‘The Indian Ocean’, presented Hindi, Karbi and Sanskrit fusions of Guru Bandana, including the numbers from the sensational Warklung album.
Before becoming Rocky Baba, as the people fondly call him, Ningding was a good-for-nothing chap, spoiling all his time in eating and drinking, and playing cards, for he did not know what the future would be for him in his life. What he had seen and visualized was a shady and uncertain future. But he had one good thing and that is belief in God, who could save him from the sufferings of his soul. After finding no way out in his fizzy life, he one day went into the deep forest where he meditated for three days and nights without food and drink in a dark cave of Ningding Sarpo.
Ningding Sarpo is a remote solitary place where ferocious animals like tigers and poisonous snakes abound. But during his three-day stay alone in the dark cave, nothing injurious happened to him. Rather he was seen more enlightened and his face was found glowing with the light of knowledge and the blessings of demigod Ningding Sarpo. The great Ningding Sarpo must have blessed him.
In 1998, he was invited by the Viswa Hindu Parishad to visit Jagadhatri Punjab. He also visited some sacred places in South India from where he had learnt the rules and regulations of performing jagya. He also learnt the supreme mantras to be chanted with reverence during the performance of the great jagya.
After coming back from South India, to his native place at Ujan Donka, he organized one jagya known as ‘Ram Nam Jap Jagya’. It is generally performed by chanting the name of Lord Ram — Sri Ram, Jay Ram, Jay Jay Ram — and it was performed successfully at Ujan Donka under Hamren subdivision of Karbi Anglong. He was then hardly twenty-five years old.
His motto is ‘Save and survive’. Ningding is a messenger of peace and prosperity. His message for the younger generation is: “Arise and wake up my friends. Heal yourself to heal this world. Be brave and strong, and be true to life... God needs you for he loves you. Hem Hem Arnam, Hemphu Arnam — chant this great mantra for peace on Earth.” Phu Ningding is a living legend — young and vibrant, the sensation of the rock music lovers. He is a person whose sense of revolution is remarkably unique and highly equitable in quality. His glow of holiness is seen when he goes to perform his songs of devotion on the stage. The stature of his greatness is sanctified and his creations of absoluteness are heart-throbbing for the younger generation. Today, he is one of the greatest sensations with much reverence for the kind of work rendered in the name of mankind. He is the revile aptitude of rebellion against the swaggering hordes.
His songs are the invocations in the name of our faith. He is the demure of the modern Karbi folk culture and literature. He is also known as Lijang Sai Bhomkuru Ningding. He seems to be the one and only stargazer of folk culture and literature of the Karbis. He is the twilight of Karbi Rock music, which is seen just before sunrise at dawn in the horizon of Karbi Anglong.
Today he is busy making another music album, which is a fusion of English, Sanskrit, Karbi and Hindi languages. His main intention for doing all these things is to popularize the folk culture and literature of the Karbis. The origin of Karbi folk culture and literature is found to be very antique and it cannot be ascertained from when they originated but it is for sure that the very Karbi culture was not so far from the great Hindu religious faiths which have influenced much the Karbi culture and literature in a later period of time. The immediate example is the presence of Karbi Ramayana, which is known as Sabin Alun in Karbi society.
The religious belief and the way of performing pujas are also not so different from the then Hindu way of preaching and the very philosophy of Karbi faith and belief is similar to that of the Hinduism. So, the very purpose — preaching peach through music — of Ronbir Ingti Kathar, which is the actual name of the Rocky Baba, popularly known as Phu Ningding, is loved by the people from every walk of life in Karbi Anglong, irrespective of caste creed and religion. One is simply a silent admirer of his exceptionally brilliant divine music — music of love and peace.
